The purpose of man and the ultimate goal of his life is obedience to God’s will as enshrined in the Shari’ah and defined by it. The divine Shari’ah is Sovereign. The Khalifah is bound to implement it.The scholars have agreed that the divine rules are addressed to all; therefore, non-Muslim citizens of the Khilafah have the same rights as Muslims in voicing their opinions and being members of the regional assembly or majlis ul-ummah.
The Khilafah has its own system of values and priorities, which can only be revealed by contemplating over its structure.
