Malaysia's Islamic opposition party, Parti Islam SeMalaysia or PAS made history in the 1999 general elections when it won control over Terengganu. This, in addition to Kelantan, which has been under PAS rule for 18 years. However in the 2004 election, plagued by internal party differences and lulled into a mood of overconfidence, PAS failed to retain control of Terengganu. In Kelantan, PAS managed to cling on to power by a slim one-seat majority.
But this time, PAS is confident of regaining Terengganu from the Barisan Nasional. Deputy President of PAS, Nasharudin Mat Isa says the state has yet to benefit from off shore oil wealth, He recalls PAS's contributions to Terengganu when it was in control of the state government from 1999 to 2004.
NM: When we first came into Terengganu in 1999, Terengganu is the second most poorest state in Malaysia despite the fact that they have got petrol, they have got many other natural resources, as revenue to the state but they have failed to really manage that wealth for the benefit of the people. So what we did is when we came to power in 1999, we came in with policies, we gave priority to projects which are really benefiting the people so when we came in 1999, we bring up all these things and in less than three years, we have managed to uplift Terengganu in that index which is no longer second most poorest, we managed to bring it up to four but in 2004 when we didn’t make it, it took them about two years to get back the number two trophy.
Nasharudin Mat Isa says PAS strategy in Terengganu is to compare its achievements with that of the present UMNO state government.
NM: Popular vote which we gained from last election is quite interesting also. It didn’t really drop to that significant. The popular vote is still there. So what we have been doing for the last four years is trying to gain back that popularity and increase more of that popularity and try to offer and try to remind people and compare what we did from 1999 to 2004 and what the current state government is doing or have been doing since 2004 to 2008. So the period, is about the same, four years but it’s quite obvious that there is many changes that we did compared to what they have done.
But what about Kelantan? What are the chances of PAS retaining power in Kelantan amidst determination by UMNO to win. Nasharudin Mat Isa is confident.
NM: Well, as we say, Insha Allah, yeah. We will try our best to ensure that we retain that state and also to gain back Terengganu. Well I have been in Kelantan and looking in the mood and looking at the sentiment of the people and well, I am quite confident that we will retain Kelantan. – MORE HERE

PAS sedia untuk tawan kembali Terengganu: Ketua Pengarah Jabatan Pilihan Raya PAS Pusat, Dato' Mustafa Ali yang juga Pesuruhjaya PAS Terengganu menyifatkan 'mood' rakyat begitu positif untuk mengembalikan tampuk pemerintahan kepada PAS.
Empat tahun di bawah Barisan Nasional begitu kucar kacir dengan salah urus serta penyelewengan berleluasa. Rakyat diajak memilih kerajaan yang beramanah, telus dan bertanggungjawab.

HARAKAH: Boleh Dato' huraikan objektif penyertaan PAS dalam pilihan raya dalam konteks Terengganu ini?
Dato' Mustafa Ali: Saya pertegaskan bahawa objektif kita dalam menyertai pilihan raya ke 12 dalam konteks negeri Terengganu, selaras dengan 'road map' yang ditentukan di peringkat Pusat, bahawa negeri Terengganu ini termasuk dalam salah sebuah negeri yang mesti dikembalikan semula pemerintahannya kepada PAS.
Ertinya kita bertekad hendak merampas semula pemerintahan negeri Terengganu dari tangan Barisan Nasional.
Untuk mencapai objektif ini, dengan suasana yang ada sekarang ini, sangat meyakinkan saya, apalagi perubahan 'mood' rakyat semakin meningkat sekarang ini.
Semakin hampir dengan hari penamaan calon hari ini, kita dapat saksikan satu gambaran bahawa penyertaan di kalangan orang-orang muda untuk membantu PAS, amat memberangsangkan kita.
Apakah rakyat dilihat bersedia menyokong PAS kembali?
Rakyat Terengganu boleh membuat perbandingan antara empat tahun di bawah pemerintahan PAS (1999 - 2004) dengan empat tahun BN, rakyat jelas kecewa dengan BN.
Walaupun duit yang dibelanjakan pemimpin Umno/ BN negeri begitu banyak, tetapi perbelanjaan dibuat tidak mengikut keutamaan dan kepentingan rakyat umum.
Masalah sebenar kepada rakyat Terengganu pertamanya, adalah masalah pengangguran (kurang pekerjaan); kedua, kemiskinan; ketiga, soal perumahan; dan keempat, soal gejala sosial yang semakin meningkat.
Isu-isu ini tidak ditangani secara berkesan kerana ia tidak termasuk dalam penumpuan kerajaan BN. Yang ditumpukan hanyalah projek pelancongan seperti Moonsun Cup, Masjid Kristal dan pembangunan Pulau Duyung yang memakan belanja hampir satu bilion.
Apabila perbelanjaan besar sudah dibelanjakan ke projek-projek ini, maka kerajaan negeri kekurangan belanja untuk mengatasi masalah-masalah yang saya sebutkan tadi.
Maksud Dato' BN gagal di Terengganu?
Ya. Ini adalah akibat daripada perancangan yang salah, menyebabkan 'priority' (keutamaan) yang salah.
Kerajaan seharusnya mengutamakan permasalah yang dihadapi rakyat.
Jadi sebab itu, jika kita lihat kepada belanja yang dikeluarkan, misalnya dalam tahun 2006, dikeluarkan dari Dana Khas RM1.3 billion, bagi bajet 2007 dikeluarkan RM1.5 billion.
Tetapi berdasarkan kepada Laporan Audit 2006, 85 peratus daripada Dana Khas ini dibelanjakan untuk tiga projek utama pelancongan. Ini yang saya maksudkan pemerintahan BN sudah salah keutamaan. -- LAGI
